Cynthia West, M.Ed., LSPE, LADAC, MAC
Cynthia has over 26 years experience in the field of addiction and mental health. Her specialties include women's issues, codependency, and family dynamics of families whose lives have been impacted by addiction. She also built and ran a women's intensive outpatient treatment program in Johnson City for 7 years before moving to Knoxville. Cynthia has worked in inpatient, intensive outpatient, and level 1 outpatient settings.
Cynthia developed a specialized program to treat chemically dependent women and their families within the community mental health system. The success of this program became known state wide and reduced recidivism in this population of mental health clients. She marketed this program within the community, specifically targeting physicians’ groups and gained the support of all OB/GYN groups in the Johnson City area to expand the program to include pregnant and post-partum women and their children.
Cynthia successfully served as a liaison between community agencies and local mental health center which included the Department of Human Services, probation and parole officers, and Vocation Rehabilitation. This resulted in an increase in steady referrals to the mental health center.
She developed, with other members of a team, a system creating clinical notes, treatment plans, and discharge plans on a computer system. This method of documentation greatly reduced clinician time and increased efficiency.
Cynthia served as emergency on-call worker for crisis situations involving mental health and substance abuse emergencies. This included one position in which she provided this service by telephone contact over a three state area with a patient population of 278,000. As a result, Cynthia established relationships with a network of mental health providers over a three state area allowing me to make appropriate referrals of clients seeking mental health services. This resulted in her managing a caseload of 2,500 mental health and substance abuse clients over a three states area, providing ongoing referrals and treatment plan reviews within a managed care system.
Developed and maintained a family education program in coordination with an IOP which began with approximately 12 attendees and over the course of two years was built to regular attendance of over 50.
In her spare time Cynthia enjoys spending time with her family and riding their Harley Davidson Super Glide with her husband, John. Cynthia looks forward to having her own Harley Davidson someday soon.
Scott West, RASi
Scott began his career as a crisis consultant for Bradford Health Services in 2004. After three years with Bradford Health Sysytems, Scott became the business office manager as well as the court liaison for Cumberland Plateau Recovery in 2007. Scott remained at Cumberland Plateau Recovery for a couple of years and decided to take over as business manager for Recovery Strategies in 2009 and has remained here since. Scott has a great sense of humor and has an excellent repoir with the patients at Recovery Strategies.
Scott is an avid drummer and enjoys listening to a wide variety of music including southern rock, classical rock, blues and pop. Scott frequently enjoys going to concerts and events where music is played. He also enjoys cooking for his family as a pastime.
Scott is a family man and loves spending time with his two children, three step-children and four grand-children.

RN is used to recognize an individual who has passed all the education, practicum and legal criteria to be recognized as a Registered Nurse as required by the State of Tennessee Health Related Boards, Board of Nursing.
BA is a credential used to signify that an individual has met all the requirements of an institution of higher learning and has been given a degree of Bachelor of the Arts.
QCS stands for Qualified Clinical Supervisor for Licensed Alcohol and Drug Abuse Counselors for State of Tennessee Addiction Professionals.
LADAC stands for the Licensed Alcohol and Drug Abuse Counselor certification for State of Tennessee Addiction Professionals. It signifies that an individual has met or exceeded all the requirements provided by the Tennessee Health Related Boards, Board of Alcoholism and Drug Abuse Counselors and is permitted to provide alcohol and drug abuse counseling to at risk individuals and family members.
Nationally Certified Addictions Counselor, Level 1: A nationally recognized credential that is endorsed by and certified by the National Association of Alcoholism and Drug Abuse Counselors NAADAC is the Association for Addiction Professionals.
M.Ed. is a credential used to signify that an individual has met all the requirements of an institution of higher learning and has been given a degree of Masters in Education.
Nationally Certified Master Addictions Counselor: A nationally recognized masters level credential that is endorsed by and certified by the National Association of Alcoholism and Drug Abuse Counselors NAADAC is the Association for Addiction Professionals.
Licensed Senior Psychological Examiner: A nationally recognized masters + level credential that is endorsed by and certified by the American Psychiatric Association which allows an individual to perform psychological evaluations and assessments in order to diagnose mental health and addiction disorders. APA is the American Psychiatric Association.
Qualified Substance Abuse Professional. A Nationally recognized credential that compliments the NCAC I credential that is endorsed by and certified by the National Association of Alcoholism and Drug Abuse Counselors and the United States Department of Transportation. NAADAC is the Association for Addiction Professionals.
Registered Addiction Specialist Intern is is a beginning credential from IC&RC which allows an individual to begin the practice of alcoholism and drug abuse counseling under clinical supervision.

Dr. Kris Houser
Dr. Kris Houser has been providing exceptional medical care in East Tennessee since 1992. Dr. Houser earned his Bachelor of Science Degree from Murray State University and then graduated from The University of Louisville School of Medicine in 1987. He completed his residency in psychiatry and went on to a fellowship in Child Psychiatry. Dr. Houser is Board Certified in Adult and Child Psychiatry by the University of Louisville School of Medicine.
Dr. Houser has worked in many clinical settings in the area, both inpatient and outpatient. He has maintained a private practice in Knoxville, Tennessee and has also served as Medical Director at Peninsula Psychiatric Hospital in Louisville, Tennessee.
Dr. Houser is a competent and caring physician who feels it is critically important to listen to his patients, in order to give them the best clinical care available.
His passion is spending time with his wife and two young children, playing golf and basketball, and attending The University of Tennessee football and basketball games (GO VOLS!!)
Dr. D. Matthew Sellers
Dr. Sellers is a welcome edition to the Recovery Strategies practice. He brings a level of experience and a special understanding of the addiction process that allows him to enjoy a good repoir with all the patients on his caseload.
Dr. Sellers graduated from the University of Tennessee in Knoxville and went on to study medicine at the Medical College of Georgia where he achieved Board Certification in Internal Medicine and Pulmonary Medicine as well as Critical Care Medicine.
Dr. Sellers works extremely hard to stay on the cutting edge in his special interest area of Biodentical Hormone Replacement Therapy and is the owner of the Inbalance HRT practice in Knoxville.
Dr. Paul Peterson
Dr. Paul Peterson is the newest doctor at Recovery Strategies and is another welcome edition to the Recovery Strategies practice. He will be working with us very soon and his presence will be welcomed.
